Industry Training Authority Act
This legislation, which came into force in January 2004, created the Industry Training Authority, and set out its mandate.
The Industry Training Authority is a Crown agency whose single shareholder is the Government of British Columbia. It has a nine-member board of directors, appointed by government. Board members are drawn from diverse sectoral backgrounds and have a range of industry and training-related expertise.
Board members operate in a fiduciary rather than a representative capacity. That is, they act in the best interests of the ITA and seek to advance the achievement of its mandate, rather than acting on behalf of particular interests or constituencies.
The board contributes to organizational success by overseeing the affairs of the ITA and supervising its management (by means of a close working relationship with the CEO), and through standards setting and performance monitoring.
More specifically, the board oversees the development of the ITA's vision and strategic direction, approves material policies and standards, approves proposed Industry Training Programs, and assesses and approves strategic options with respect to major organizational issues.
The ITA's mandate is defined in the Industry Training Authority Act, and the organization is subject to various other legislation of general application to Crown agencies. The board has a reporting relationship to government, and key accountabilities are defined in a "Shareholder's Letter of Expectations" agreed upon between the ITA and the Ministry of Advanced Education and Labour Market Development.
The directors of the ITA have worked to develop a sound framework for the board's operation and the organization's governance - one that ensures continual refinement with reference to best practices in the public and private sectors. This includes, for example, an annual governance evaluation conducted by the board.
